Hon. Andrew LEUNG Kwan-yuen, GBM, GBS, JP

President of the HKSAR Legislative Council

Mr. Andrew Leung has extensive experience in business and textile prior to being serving as a Member of the Legislative Council (“LegCo”) of the Hong Kong Special Administrative Region, he is also a senior member in Textiles Institute and a member of Clothing and Footwear Institute.  Since 2004, Mr. Leung is the representative of the Federation of Hong Kong Industries in the Industrial (First) functional constituency.  He was elected by and from among the LegCo Members as the President of the Sixth LegCo in October 2016.  In January 2022, Mr. Leung has been re-elected as the President of the Seventh LegCo.  Mr. Leung used to hold several public positions including Member of the National Committee of the Chinese People’s Political Consultative Conference, Chairman of Vocational Training Council, Chairman of the Hong Kong Productivity Council, Non-Executive Director of Mandatory Provident Fund Schemes Authority, Director of The Hong Kong Mortgage Corporation Limited and member of the Economic Development Commission.  He was also the Honorary Chairman of the Textile Council of Hong Kong, member of the Competition Commission and Council Member of the Hong Kong Trade Development Council.  Currently, Mr. Leung is the Honorary Chairman of the Business and Professionals Alliance for Hong Kong and Honorary President of the Federation of Hong Kong Industries.
